Rebecca Mulvaney

Vice President
Rebecca is a human capital expert with 20 years of experience in leadership development and training.

Rebecca currently leads the health data and analytics, research, and technology line of business for ICF. Her team is focused on data standards and interoperability, data science, and health information curation and dissemination. Her current client portfolio includes the National Institutes of Health (NIH), the Centers for Medicare & Medicaid Services (CMS), and the U.S. Department of Veterans Affairs (VA).

Rebecca brings more than 20 years of experience in helping clients make data-driven, informed decisions that advance her client's missions. She has held a variety of leadership positions with ICF. Rebecca previously oversaw our human capital and organizational transformation business. She has a technical background in leadership development, employee engagement, and employee assessment. Over the course of her career, she has specialized in bringing multi-disciplinary teams together and leveraging technology and data to solve complex client challenges.

Rebecca holds a Ph.D. in Industrial/Organizational Psychology from The Pennsylvania State University and a B.A. from Cornell University.
